Is China to blame?

Unsanitary wet markets. Failure to contain the virus within their borders while simultaneously prevent a further spread domestically. Hundreds of thousands dead, made redundant, homeless.

Is there any reason why China shouldn’t be held morally and financially responsible? Or is this another case of China’s economic power saving them from receiving blame like with the Uighurs or with social policing.

Is it their fault the virus occurred? Not really, thats just nature at work

Is it their fault it spread globally? You could argue that, but I don't think any country in the world would have been able to keep the virus within the borders.

China probably took the most drastic response to the virus when you compare it to other countries, an INSTANT lockdown with no one allowed to go outside and extreme tracking to those who did attempt to travel.

And what do you mean by "saving them from receiving blame like with ughyurs or with social policing"?
