Question asks to identify which cobalt species reacts with water. The answer is Co3+ but like why?

You want the water half cell to go backwards (oxidation) so that water is a reactant instead of a product.

 

Therefore the cobalt half cell that it reacts with needs to have a more positive cell potential (reduction).

 

the water half cell potential is +1.23 

You must use the second cobalt half cell (+1.82) as this one is more positive than water. 

 

The cobalt reaction will go towards reduction which means Co3+ will REACT with water to form Co2+
